With the Bay having a high drowning rate in 2011, Water Safety New Zealand wants to see more vigilance.
The region saw a rate of four point five per capita - one and a half times the national average.
Chief Executive of Water Safety New Zealand Matt Claridge, says people need to take care and be smart when using lakes, rivers, pools and the sea.
He says 12 deaths in the Bay, and 12 nationally, is too many.
