Emergency services received reports of a crash around 12.45pm, involving a pedestrian on St John Street, near the Duke Street intersection.
Hato Hone St John said one patient is being transported to Whakatāne Hospital in a serious condition.
Police said traffic control is being put in place; however, motorists should avoid the area where possible and expect delays.
