State Highway two through the Waioweka Gorge is open following a closure due to a slip overnight.
Police said contractors were on site, and urged motorists to take alternate routes.
"There are also other areas of the Rotorua and Eastern Bay of Plenty area where there is surface flooding noticeable."
NZTA urged people to delay travel where possible or allow at least 3 hours of extra time for a long detour either via State Highway 35 or State Highway 5.
"NZTA crews will continue monitoring and maintaining the detour route to ensure it remains safe and accessible."
